    Pequannock Township Little League operates under Little League International (Williamsport, Pa.) rules. Since this organization has been operating since 1939, we defer to their experience in setting up rules and regulations in the best interest of the children. There are general age guidelines; however, the children are placed in leagues according to their ability. This is why evaluations are conducted and why your child's attendance at try-outs is very important. Although the deciding factors with respect to what league your child plays in is ultimately the decision of the Coaches, Board of Directors and the Player Agent, your input is important to us.

    Note: IF YOU FEEL YOU HAVE A SITUATION WHERE YOUR SON OR DAUGHTER SHOULD NOT BE PLAYING WITH CHILDREN OF THEIR OWN AGE, PLEASE CONTACT THE LEAGUE’S PLAYER AGENT AS SOON AS YOU CAN, PREFERABLY PRIOR TO THE DRAFT.

    The league is comprised of children who are between the ages of 6 and 16 years for boys as of April 30, 2010, and for girls as of December 31, 2009, with some 5 year-olds allowed on a case-by-case basis. We sponsor both a Baseball League and a Softball League.

    All children 13 years of age or older, must play in the Senior League. The Coaches, Player Agent, and Board ultimately determine which league a child will play for the coming season. We make every effort to properly evaluate your child's ability and request that you do the same. If the children are pushed into something they cannot handle, they will probably not see much playing time, become discouraged and frustrated. In the same regard, if they are not playing competitively with their ability, you will have the same end result. The children will be rated at try-outs by the Coaches and again at season’s end.

    It is important to remember that every child will be placed on a team regardless of ability. The tryouts and evaluations are simply a mechanism to try to create parity between all the teams in a given league and ultimately to provide a safe environment for all players.

    The league is divided as follows:

    International League (Ages 6, 7 & 8) This is a learning league. At this level, the child's own coach pitches to them. Both the Baseball and the Softball Leagues use a soft-covered ball. Roster Batting (where the whole team bats, not simply those players in the field) is used, as is Free Substitution (where players switch positions throughout the game and can enter or leave a game freely). The game is played in such a way that learning is strongly emphasized. Games are played on a regular field (60 feet between bases). Because of size considerations, the Baseball League is divided into 2 divisions – American and National.

    Minor League (Ages 7 -12) Still an instructional league, players in the National (lower) Division pitch part of each game, with coaches pitching the balance. In the American (upper) Division, players pitch the whole game. Roster Batting and Free Substitution are used. A standard hardball is used in the Baseball League, and the Softball League uses an 11-inch softball. In Softball, there is no stealing or sliding; in Baseball there is some stealing and sliding. Games are played on Regular Fields. Please note, 12 Year Olds cannot pitch in the minor leagues.

    Major League (Ages 10 – 12, based on ability) This League is competitive. Players pitch the entire game. Roster Batting and Free Substitution were used in this League in 2009. Stealing and sliding are frequent, in both Baseball and Softball Leagues. A standard hardball is used in the Baseball League, and the Softball League uses an 12-inch softball. Games are played on Regular Fields.

    Senior League (Ages 13 -16) The Baseball League plays on a Larger Field (90 feet between bases). Both Leagues use Roster Batting and Free Substitution. The Softball League is played on a Regular field and uses a 12-inch softball. Stealing, sliding and bunting are common.

    Note: It should be noted that girls are permitted to play in either the Baseball or Softball Leagues at any age level, however boys are restricted to playing in the Baseball League only.

    DRAFT:

    Eligible Candidates:

    1. Every child who indicates a desire to become a candidate for the league draft, must have a fair chance to do so. The only measures by which a candidate may be judged are desire, skill and ability.

    2. All candidates must be Little League age 5 - 16 and must reside within the Pequannock Township boundaries (unless pre-approved by the Board and Little League International). All candidates must attend the League tryout session. This is required so that all coaches may equally evaluate the candidates for potential drafting.


    Note:

    o Any player who has already played on a Majors team or above does not need to attend tryouts.

    o Any required player not attending the draft will not be eligible to be picked in the first 3 rounds of the draft.

    General Notes:

    • Only the Head Coach for the Team is allowed to attend the draft for that league.
    • Only the head coach's child(ren) will be permitted to be protected, that is, will be automatically placed on that coach’s team. If a coach wants a particular assistant to work with him, he will have to draft that person's child. If a coach wishes to draft a child within the first 3 rounds, and that child did not attend tryouts, he will need to state this prior to the drafting process, and any other coach will be able to draft that child.
    • The draft will be held within the two weeks following evaluations. Major Leagues are drafted first, Minors, and then the International Leagues. The children will be notified by telephone from their coach. The drafts generally are not held on the same day so if your children are different ages, the older child may very well be notified as to which team they are on before the younger child. Please note, this year, we will be redrafting all leagues.

    o Prior to the draft, the Secretary, Player Agent, and the Board prepares a list of eligible players, identified by tryout number, for the draft.

    o Only the Manager may attend the draft. No Manager aide is permitted.

    o The Secretary, Player Agent, and the Board at his/her sole discretion, may use "draft aides" to assist in the administration of the draft. Draft aides may not have or be an eligible player in the draft, or have or be a player on a team that is participating in the draft.

    o Once the draft begins, no draft participant may leave the room without the approval of the Player Agent or the Board. Failure to obtain such approval may, at the Player Agent or Board’s discretion, prevent re-entry into the room until the draft is concluded.

    o Player registration forms shall be provided to the team manager at the conclusion of the draft.

    Secrecy: It is inappropriate for Managers and draft aides to discuss the position a player was selected in the draft with anyone outside the draft room. Such behavior shall be considered misconduct and will likely jeopardize that individual's future affiliation with Pequannock Little League. Players and parents are never told of the round in which candidates were drafted. All managers’ draft sheets and draft notes are collected and destroyed at the end of the draft by the Player Agent.

    DRAFT PROCESS:

    Prior to tryouts, the Player Agent shall make a list showing the names and Little League age of each known child wishing to participate in the player draft. Upon review of required qualifications as listed above, a final list of all eligible candidates will be prepared. The list must be maintained and will be referred to as the basis for future player replacements during the season.

    Tryouts:

    1. During the tryouts, each child shall be given the opportunity to bat, field, and throw with children having relatively the same Little League Age. These tryout periods will be conducted in the presence of Team Managers who shall observe the ability of each child.

    2. Each Manager shall grade candidates for their own reference, in their own manner, on their list or lists provided by the Player Agent.

    Order of Player Selection:

    Senior League (Ages 13 -16)

    A list will be provided at the draft of all eligible players. Managers will pick a number out of a hat. The Manager who draws number one from the hat will select first and so on down to the last number. The Manager with the last number will begin the process for the second round through the selections. This process will repeat until all players have been chosen.

    Example: 1, 2, 3, 4 and the 4, 3, 2, 1

    Major League (Ages 10 – 12, based on ability)

    A list will be provided at the draft of all eligible players. All Little League age 12 players must be drafted in this league unless noted prior to the draft. All Little League age 11 year olds must be drafted into this league unless noted prior to draft. Some Little League age 10 year olds may be drafted to balance the teams if needed. These ten year olds will be picked based on ability.

    Minor League (Ages 7 -12)

    Upper Minors

    A list will be provided at draft of all eligible players. All remaining Little League aged 10, 11, and 12 year old players must be drafted in this league. All Little League age 9 year olds must be drafted into this league unless noted prior to draft. Some Little League age 8 year olds may be drafted to balance the teams if needed. These eight year olds will be picked based on ability.

    Lower Minors

    List will be provided at draft of all eligible players. All remaining Little League age 9 year old players must be drafted in this league. All Little league age 8 year olds must be drafted into this league unless noted prior to draft. Some Little League age 7 year olds may be drafted to balance the teams if needed. These seven year olds will be picked based on ability.

    International League (Ages 6, 7 & 8)

    Upper International

    A list will be provided at draft of all eligible players. All remaining Little League age 8 year old players must be drafted in this league. All Little league age 7 year olds must be drafted into this league unless noted prior to draft. Some Little League age 6 year olds may be drafted to balance the teams if needed. These seven year olds will be picked base on ability.

    Lower International

    A list will be provided at draft of all eligible players. All remaining Little League age 7 year old players must be drafted in this league. All remaining Little League age 6 year old players must be drafted in this league. All 5 year old players will be drafted into this League.

    Manager Responsibility:

    Managers are required to call all players the night of the draft. At that time, please inform the child and/or parent that they have been chosen by you and will be playing in the following “League.” The secretary will provide the managers the names and phone numbers of players to be called. Failure to call players the night of the draft could be cause for loss of his/her Manager’s position.

    Trades:

    All trades shall be made through and only with the approval of the Player Agent or Board of Pequannock Little League immediately following the draft. No trades will be permitted once the draft process has been completed.
